WHAT DID WE ACHIEVE? In 2016, the Heartefact Fund (HF) has implement activities in compliance with the long-term vision of the organization, achieving almost all strategic goals set in 2015. The HF has during 2016 continue with its transition initiated at the beginning of 2015 to become a midsize organization, permitted by its six years of successful work, strong capacity building, regional partnership improvement and construction of a qualified team, and of continuous development of new programs and missions. In 2016 the HF has enforced its regional partnerships and focus on the development of European ones. With a general priority of building a free and open society through using creative content, as an alternative way to build community and impact on social change, the activities developed in 2016 are focusing on creating conditions for the culture of memory, social and political accountability, protection and promotion of the human rights and freedom of speech. All the activities are a part of one of the three programs are that the HF has developed in the two past years: Production, Institute and Foundation (PIF). The Production program of the HF has continued to enforce its work in the field of performing and visual arts, but by developing new and cross-disciplinary forms of socially and politically engaged creative contents. The HF has also continued with the encouragement of engaged and responsible young artists and cultural workers. The Institute program aims to create space for positive action and innovative methods of dealing with the challenges of our current society. This year the Institute has brought special efforts in involving citizens in taking responsibility in the refugee crisis, conceiving theatre as a space of constructing society, discovering and promotion of creatives involved for positive change and initiating dialogue with citizens on the issue of democracy building. The Foundation, through it Small Grants Program have continued to encourage local initiatives that promote civil society and media initiatives fostering civic engagement, democratic values, and respect for human rights In 2016, the HF has awarded 8 small grants, produced 4 new performing arts programs and successfully exploited 3 existing productions, organized 4 visual and audio-visual exhibitions, 1 conference and 1 festival, and initiated or followed-up 4 continuous programs in which numerous activities concerning the HF Institute priorities were implemented. I. PRODUCTION Since its creation in 2009, the Production program of the HF is implementing initiatives from various fields of contemporary creation, dedicated to the construction of an open and responsible society. Special emphasis was given to human rights, new processes of marginalization, and collective responsibility in order to continue with the creation of a generation of young and proactive artists and cultural workers. Introduced in the past few years and more intensively in 2015, the Heartefact has in 2016, developed contents that are using new forms and transdisciplinary approach to the creativity. Using cultural and artistic praxis as an effective method to introduce dialogue on social and political issues, the Production program has, by over passing the traditional borders between disciplines, enlarge the development of new audiences. In terms of structure, the Heartefact has this year, because of the growth of the scope and the number of programs, created the company HFP that has this year acquired necessary conditions for handling the executive production of Heartefact programs and whose long-term aim is to develop an expertise adapted for quality and specific producing of engaged artistic contents in the region. Production program was conducted within three different areas of intervention: Performing Arts, Visual Arts, and Audio-visual Arts. 1. Performing arts The Heartefact has since its begging implement theatre productions that are dealing with the challenges of the contemporary society. In 2016, the Heartefact has continued its work in the performing arts program, through theatre, dance, reading, performance and music praxis. - Remains, a theatre play directed by Andrej Nosov, written by Vuk Bošković, coproduced by Heartefact and D9vet festival. In the current context of Western Balkans, in which war crimes committed on the territory of former Yugoslavia, are forgotten by society and in which it is almost forbidden to talk about it, Remains are researching how the intimate relationships are being affected by the burden of collective past. In Remains, two couples of young people are trying to bring order in their lives and relationships, informed by jealousy, lies, psychoactive substances and trace of love, while at the same time, an investigation is going on into war crimes committed by a battalion of Serbian army against Albanian civilians in Kosovo. Remains are experimenting both form and scope, bringing together live music and postdramatic ideas, resulting in a hybrid spectacle led by three performers, between a play, a performance and a punk concert. After a premiere in an abandoned factory in the frame of D9vet festival, Remains were performed in the concert hall of Dom Omladine in Belgrade, usually dedicated to gigs. The play was staged 7 times in total. - The Stranger, a dance and theatre play directed by Miloš Isailović, coproduced by Heartefact and The National Foundation for Dance. The Stranger is the story of seven children from Heartefact Fund Bulevar Kralja Aleksandra 82/6, 11 000 Beograd, Srbija
the neighbourhood (incarnate by seven dancers) and their growing up process with the current challenges of our contemporary society. The premiere was staged in December on the scene of the public theatre Vuk Karađžić and where it was staged 2 times. - Wake me up when it s over, a public reading directed by Andrej Nosov, written by Mirza Skendaragić. Wake me up when it s over came out of the 2016 edition of Heartefact competition for the best contemporary engaged full-length play and it is reviewing wartime past in the Balkans and the question of whether the different destinies of the people in these wars were possible, with few key elements of dramatization, realization and live performed composed music. The question of the interpretation of history is in this playwright central, and the critical thinking of learned. The play was publically read in STAB gallery in Belgrade. - Women don t cry, don t they?, a theatre music concert authored by Irena Popovic Dragovic. The concert is made of music from various theatre plays from the region, performed by Irena Popović Dragović and her four-member band closed the festival. Irena Popović Dragović composed for more than 100 theatre performances and in some she even appears as a stage actress. This transdisciplinary concert is an anthology of the current contemporary engaged theatre. Irena composed and played in numerous socially and politically engaged theatre plays toward the territory of former Yugoslavia, that are still under peacebuilding process and she is a great example of a regional engaged progressive artist. Her music style is very expressive and bewitching while her lyrics are usually elapses of the theatre scenes in which she plays, her work is an effective hit that brings questions of human rights to larger audience. The concert was staged in STAB Gallery in Belgrade. Besides its new production, the Heartefact has continued with the development and the staging of productions that premiered in 2015: - 48 hours of awakeness a performance, conceived by Andrej Nosov and Srđan Češić. The performance 48 hours of awakeness, the central program of project WakEUp is made of uninterrupted public readings of hundreds of pages of texts: personal stories, media reports, poems, statistics, theatre plays and testimonials assembled in our Red Book, all about the fates of refugees, from antiquity to the present day, revealing the misfortune of those who have been forced to leave their homes. The audience is invited to active listening, but also to direct participation. The chair mustn t be empty for 48 hours, everyone can take the microphone to replace the reader at any time, and everyone who takes over the reading is also taking over the responsibility to never stop it until someone else didn t come to take it over himself. The whole performance is live stream transmitted on a web platform and can be followed from all over the world. The performance 48 hours of awakeness came out of the 2015 WakEUp Festival as a reaction to the populist discourse that was over present at the beginning of the European migrant crisis. In 2016, the 48 hours of performance was performed 3 times while the content of the Red Book is in permanent development. Republic of Serbia and in JAVA Galley (Sarajevo, Bosnia and Hercegovina) as a part of the MESS Festival program. - Ghosts, directed by Andrej Nosov, and written by Henrik Ibsen represents a regional and inter-sectoral coproduction between the Heartefact fund, Public Institution of Budva Grad Theater Festival from Montenegro and International Theater Festival MESS Sarajevo (Bosnia and Herzegovina). This universal drama treating past sins that burden our present and future existence, tries to impose questions regarding how we can deal with the traumatic past and committed crimes and unresolved conflicts in society which pretends that all of that is behind us. The play premiered in 2015 at the Budva Grad Theater in Montenegro in July, and was staged 7 times. In 2016, Ghosts became a part of the constant repertory of BITEF theater and where on a touring trough Serbia and another trough Montenegro ; it were this year staged in Belgrade (7 performances), Budva (2 performances) at Budva Grad Teatar festival, Cetinje (one performance), Tivat (one performance), Nikšić (one performance), Kotor (one performance), Sombor (one performance), Novi Sad (one performance) and Aranđelovac (one performance)at the Aranđelovac Theater Festival where the play received the price of the audience for the best theatre play. - This grave is too small for me, directed by Dino Mustafić, written by Biljana Srbljanović a coproduced with the Bitef Theatre (Belgrade), Kamerni Theatre 55 (Sarajevo), Ulysses Theatre (Briuni, Croatia), MESS Festival (Sarajevo) and Testament Films (Belgrade). This performance addresses the commemoration of WWI, bringing the debates of the circumstances surrounding the Sarajevo Assassination to the modern context, stressing its implications to general and more personal level, putting in focus the importance of the struggle for freedom and democracy. The performance is dealing with traumatic historical experiences and with possibilities to overcome this legacy by putting in focus regional perspective and perception of the Balkan history rather than omnipresent nationalist narratives. Premiered in 2014, the performance was staged in Sarajevo (2 performances). 2. Visual arts - Untold tales of Serbia: Life through LGBTQ lenses, curated by Nevena Negojević. The Untold Tales exhibition is made of postcards with stories told by LGBTQ persons from Serbia and those close to them. Looking on this community as an integral part of our society, the project aims to promote the rights of all unstraight persons and contribute to their empowerment and equality. One of the project s aims is laying the foundation for the first archive to contain private histories, memories and personal experiences of unstraight persons, as well as testimonies about the development of LGBTQ movement in Serbia. The exhibition was healed 3 times in total, for the first time in the cafe-restaurant Usta do Usta in Belgrade, and for the second and the third time during this year International Queer Film Festival Merlinka Off program, in Novi Sad and then in Belgrade. - On the road, photography exhibition by Marko Drobnjakovic, curated by Srđan Češic and Heartefact Fund Bulevar Kralja Aleksandra 82/6, 11 000 Beograd, Srbija
Nevena Negojevic. A photography exhibition the photographer originally from Belgrade, who has been recording intensively in year and a half a black and white everyday lives of refugees from the Middle East on their way towards the Old Continent. The 25 of his works, which evoke the life in exile, are initiating dialogue on the responsibility of citizens in the current humanitarian crisis. The exhibition was held 5 times in total. It was shown for the first time during the Festival of Tolerance in 2015, and was held in Berlin (one time), in Paris (two times) in Sarajevo (one time). 3. Audio-visual - WakEUp video works selection; contain the works Solidarity, Cello and WakEUp retro that are treating the topic of exile from various perspectives, construct from documentary materials and exhibited in galleries. They were screened 6 times in total, as following part of the 48 hours performances, as well as alone : in Holzmarkt Berlin (1 screening), Cultural Center of Serbia, Paris, France (2 screenings), MESS International Theater Festival, Java Gallery Sarajevo, Bosnia and Hercegovina (1 screenings), Festival of performance and new forms Extravagant bodies, Dom Omladine, Belgrade, Serbia (1 screening). - The user is not available, an installation conceived and realized by Srđan Češić. In the context of modern technology development, in which mobile phones became the most convincing testimony of our ordinary or unusual lives, the multimedia installation The user is not available a reconstruction of lives of migrants that have lost their lives on their route to a safer future? This installation, composed of 50 mobile phones, and a different animation for each one, is raising the awareness of the audience who can access to their videos, geolocalization, messages, personal voice mails The user is not available is a new work of the WakEUp program and it was exposed in Stab gallery in Belgrade. II. INSTITUTE The Institute program is improving current and developing further missions of the HF through partnership development, researching and program building. The Institute program aims to create space for positive action and innovative methods of dealing with the challenges of our current society. This year the Institute has brought special efforts on the following priorities: involving citizens in taking responsibility in the refugee crisis, conceiving theatre as a space of constructing society, discovering and promotion of creatives involved for positive change and initiating dialogue with citizens on issue of democracy building. The HF has in 2016 reorganized its activities that came under the Institute program, to establish a Heartefact Fund Bulevar Kralja Aleksandra 82/6 11 000 Belgrade, Serbia
better and more efficient interaction with the Production program. - Engaged contemporary dramatic art creation. The program aims to encourage the young regional engaged artists as important stakeholders of social change. In the frame of that program the HF has organized its third Competition of engaged contemporary dramatic art creation. The competition support and encourage modern and engaged cultural and artistic creativity, creating conditions for the formation of a new generation of socially engaged progressive individuals who will think critically, contribute to the development of the entire region. Since 2010, the competition is open during three months every year, during which few hundreds of dramatic authors from the whole region are competing. Every year, the jury is selecting a shortlist of five texts and decide the winner. The winning prize includes a monetary award, as well as payment for the rights to stage and the premiere performance the play in the produced by Heartefact, in a regional theatre during the next year. Heartefact publishes every year the five shortlisted texts, as a collection, in print form. In addition, Heartefact supports and encourages the artistic affirmation and promotion of the best texts in the competition. This year we have received near than 200 competing playwrights during the competition of engaged contemporary playwright, and the winning play was publically read and promote. This year, the HF has also organized the panel discussion titled Engaged playwright in 21st century that was dedicated to question the role of the engaged playwright in the contemporary challenges. It was held in STAB gallery in Belgrade and has reunited seven play writers from the region, who, in this two-hour program gave a multiperspective sight of this topic along with the audience who was invited to participate. - The WakEUp program was in 2016 established as a constant program that is dealing with identification and empathy as methods of raising awareness about the condition of refugees in the context of current European challenges. WakEUp is made multimedia creative contents that are resulting from permanent researching work. The project took place for the first time in Belgrade in December 2015, as the second edition festival of tolerance and engaged arts, that was that year dedicated to the exile, and was as the spontaneous need to react to Europe s biggest humanitarian crisis since the begging of the century. Since then, in a context in which media are slowly losing any kind of interest to treat the question of refugees, except when it comes to spreading panic and fear, and when xenophobia is becoming one of the loudest voices in public space, WakEUp was developed in a whole program that is constantly reinitiating documentary contents and researching how on do we treat the question of refugees today (and human suffering in a larger context). The WakEUp contents implemented by the Production program are the results and the mirrors of that continuous work. Additionally to that, each staging of the 48 hours of awakeness performance is at the same time a result and a new source of materials dedicated to make the process going on. - HFestival is, since this year, the name of the redesigned festival of tolerance and engaged arts, that is since 2014 an annual event that reunited and young artists from various fields whose work is promoting tolerance, human rights and expressing the need for an accountable society. This annual few-day event was this year designed as a platform, dedicated to support and promote new engaged creatives, to popularize art as an effective Heartefact Fund Bulevar Kralja Aleksandra 82/6, 11 000 Beograd, Srbija
tool for raising awareness and to initiate regional exchange between artists from the region of Western Balkans. During the year, we are in this program selecting a main topic, exploring the contemporary creation, meeting artists from the region, organizing open calls, and at the end of the year around 10 different programs are coming out to be exhibited or staged at the HFestival. A special emphasis is given to promotion on this particular program because of its specific character, in order to turn it in an annual occasion for engaged artists from the region to meet and to confront their work to organizations from the civil society, media, and representatives and to a diverse enlarged audience. This is why for this specific program we are developing additional media, institutional and commercial partnerships. The main topic for this third festival edition was Life and reconstruction after collective traumatic events, this year the HFestival edition have reunited 15 artists (visual artists, multimedia artists, authors, musicians, composers and performing artists) during two days. - Voices is a platform created in 2016 that is serving as catalyst of new voices able to contribute to the democracy building process in Serbia and region, through production of online videos that enlightened important phenomenon regarding the state of democracy and human rights protection and promotion, as well as organization of public debates that target different social groups aiming at articulation of different expectations and paths of political and social development as a way towards greater participation of citizens in public political life. In March and April 2016, in the dawn of parliamentary elections in Serbia we produced 8 short online video clips entitled Voices in the Chaos in the form of interview with young people of different profile and professions, whose main topics discussed were voting behavior of young people and the relationships they have with elections and democracy building process in Serbia. The general context in which the political praxis is in mutation and restructuration, superimposed to the local one, in which the political culture is still under the influence of transition, are the two pillars of the very specific political situation in the contemporary Serbia, in which voting and abstention, as fundamentals of democratic construction, need to be questioned, researched and put on the public agenda, which was the main focus of the platform Voices during 2016. III. FOUNDATION The Foundation is encouraging peacebuilding, democracy, critical thinking as key elements of the construction of an accountable society. The program of Heartefact Foundation is focusing on direct field action as well as exchange and support to the grassroots organizations and individuals who makes positive changes on local levels and who contribute to the growth of activism and of a responsible political and civic culture. Small Grants program The Small Grants program is focused on initiatives that are giving positive answers to the current challenges in the application of human rights and civic responsibility in the region. This year we mainly supported initiatives that are improving civic engagement, tolerance and diversity through educational programs, documentary contents and cultural and artistic praxis. The promotion of the Small Grants program was done through the HF website, as well as in this year edition of the Guide to potential funding sources (that repertories annually civil initiatives organization), but also by holding a stall on the annual forum of organizations and enterprises Serbian Visions in Belgrade. During this year we held two in-house training, (12 participants), 14 informative consultation meetings, 2 field visits dedicated in Bosnia and Hercegovina dedicated to have a look on the continuous work our grantees from previous years, as well as to meet potential ones. Based on our six-year experience of constant work with local organizations we have decided to highlight this year again those monitoring devices to provide to those organization an additional and individualize know-how to go through the process of application as well as through the process of implementation. As the HF grant-giving strategy involves coast-share method for each supported grantee, during accompaniment, a special time was dedicated to support them working on fundraising methods (including crowd-funding, local community and involvement funding). The projects that the HF decides to support are chosen by the Independent Grant Commission, reunite four times per year. One of the most important criteria for projects were to propose innovative and proactive answers to the most problematic issues of the society in the region. HUMAN RESOURCES In 2016 the HF has continued to develop its internship program in order support young people who intend to develop their skills as civil society and cultural workers. The HF has hosted three interns in their final years of study of Political Science, Psychology and Management. The Heartefact team has been enlarged with the employment of two new staff members, one in production and another in program assistance and small grants administration. The HF has in July 2016 organized its one-week strategic planning 2017-2020 to set new goals and missions for the three following years. In 2016 the HF staff and interns has work on developing new program for 2017 and beyond. In that goal, we have established new connections with organizations from various background, in the region, but with a special emphasis this year with organizations toward Europe: Frog On The Road FOTR, from Greece, VORTICE dance company from Portugal, KUFER theatre from Croatia, Holzmarkt from Germany, Belgrade-Berlin Connection from Serbia, ELAPSE from France, Foundation Monte Madrid from Spain, and also continue with reinforcing cooperation with previously established Heartefact Fund Bulevar Kralja Aleksandra 82/6, 11 000 Beograd, Srbija
partners. The HF has also reinforced its capacities through continuing education of the staff members. They have assisted to the panel discussion Cultural diplomacy from below: the implementation of projects with refugees and migrants co-organized by the BITEF Festival and the UNESCO Chair in cultural Policy and Management of the University of Arts in Belgrade which permit them to develop a different approach and a know-how in a moment when the amount of refugee-related project submissions in the Small Grants program have widely increased. The members of the staff have also participated in the intensive course EU projects that focus on the IPA program dedicated to improve regional cross-border cooperation. The members of the HF staff have also participated to the conference dedicated to the creation of the Regional Youth Cooperation Office (RYCO) in Tirana with 80 other participants (from the Western Balkans region). In order to develop peer to peer education praxis and enforce networking, the program director of the Heartefact have participated as a speaker to the Human Rights Defenders School in and in Niš organized by Civil Rights Defenders, on the role of culture in human rights. CONCLUSION ACCOMPLISHMENTS IN BRIEF In 2016 we engaged for the conception, production, promotion and encouragement of socially engaged arts with leading organizations, artists, citizens and public stakeholders in the region and in Europe. We developed complete and multi-perspective continuous programs, based on our six-year experience, to work with efficiency on key challenges of the current Western Balkan society, set up as organization s priority. We continue with supporting grassroots yet sustainable initiatives that initiating positive change from bellow. We have questioned, encouraged, promoted democracy building and civic engagement, worked on raising empathy and tolerance towards human path, focusing of the refugee condition, we have contributed the building of responsible collective behaviour towards history construction on the territory of former Yugoslavia, through promoting a culture of memory and confrontation with the past. We continued with enlarging regional space dedicated to the encouragement, promotion and cooperation between young engaged artists. We also manage to include new stakeholders, multiplied and enforce cooperation with various partners towards the region and Europe in order to give it a wide resonance, and create space for citizen direct involvement in this struggle.
