CROLEI NAVJEŠÆUJUÆI POKAZATELJI INDUSTRIJSKE PROIZVODNJE Cjelovita revizija sustava indikatora, metodoloških koraka i samog CROLEI indeksa izvršena je u prosincu 1999. godine. Povremeno preispitivanje metode indikatora standardni je dio ovog metodološkog aparata usmjeren prije svega na poboljšanje prognostièkih svojstava slo enog indeksa CROLEI. Detaljniji opis komponenti CROLEI indeksa dat je u metodološkim objašnjenjima. U listopadu. godine CROLEI indeks bilje i znaèajan porast vrijednosti u odnosu na rujan i kolovoz. Meðu deset komponenti indeksa èak njih sedam iskazuje desezonirani rast u posljednjem mjesecu opa anja u odnosu na prethodni mjesec. Nakon njegove bla e stagnacije polovicom. godine, èime ukazuje na moguæe usporavanje gospodarske aktivnosti krajem iste i poèetkom 2002. godine, posljednja opa anja (za rujan i listopad) mogu se protumaèiti kao najava pozitivnih kretanja u drugom tromjeseèju 2002. godine. Sna nijem rastu prognostièkog indeksa svakako su pridonijela pozitivna kretanja u sferi zaposlenosti. Naime zanimljiva je èinjenica da je broj osoba koje su se zaposlile u zemlji ili inozemstvu sa evidencije HZZ-a u prvih deset mjeseci ove godine iznosio oko 126 tisuæa, što je za 24,6% više u odnosu na isto razdoblje prošle godine. U listopadu je znaèajnije porastao i broj prijavljenih potreba poslodavaca HZZ-u za popunu ispra njenih ili novootvorenih radnih mjesta, što nije uobièajena sezonska pojava (u prijašnjim je godinama broj potreba za radnicima najèešæe padao nakon ljetnih mjeseci). Takva kretanja dovoljno ukazuju na skromne, ali ipak vrlo pozitivne promjene u sferi zapošljavanja naroèito u obrtništvu i malom poduzetništvu. Monetarne i kreditne komponente CROLEI indeksa rastu i u listopadu, naroèito devizni depoziti poduzeæa èija je realna i desezonirana vrijednost u odnosu na rujan veæa za 6,5%. Neznatni pad desezonirane vrijednosti u desetom mjesecu. godine bilje e samo promet u trgovini na malo, nekonsolidirani prihodi dr avnog, upanijskih i opæinskih proraèuna i novèana sredstva sudionika u platnom prometu. CROLEI LEADING INDICATORS OF INDUSTRIAL PRODUCTION In December 1999, the system of indicators, methodological steps and the CROLEI index itself underwent a comprehensive revision. Periodic reviews of the indicators method constitute a standard part of this methodological mechanism and are primarily aimed at improving the forecasting capacity of the composite CROLEI index. A more detailed description of components making up the CROLEI index is contained in the methodological explanations. In October value of CROLEI index recorded significant increase compared to September and August. Out of ten index components seven showed seasonally adjusted increase in the last observed month compared to the previous month. After it's milder stagnation during first half of, which suggests possible slowdown of economic activity by the end of and at the beginning of 2002, last observations (for September and October) can be interpreted as notification of positive trends in the second quarter 2002. Positive employment trends certainly contributed to a stronger increase of the prognostic index. Namely, it is interesting that in the first ten months this year number of persons registered at the Employment Fund who have found job in the country or abroad numbered around 126 thousands, which is 2.6% more than in the same period previous year. In October, the number of manpower requirements reported during the month to the Employment Fund has also significantly increased, which is not usual seasonal manifestation (in the previous years manpower requirements reported during the month usually decreased after the summer months). Those trends sufficiently imply modest and jet very positive changes in the employment sphere, especially in craftsmanship and small entrepreneurship. Monetary and credit components of the CROLEI index grew even in October, especially foreign currency deposits of companies whose real and seasonally adjusted value increased 6.5% compared to September. MAKROEKONOMSKA KRETANJA - Anketa o radnoj snazi - Anketa o radnoj snazi najopse nija je anketa o obilje jima tr išta rada provedena u Hrvatskoj i meðunarodno je usporediva, jer je usklaðena s metodološkim pravilima i naèelima Meðunarodne organizacije rada (ILO) i Europskog statistièkog ureda (EUROSTAT). Tom anketom mjeri se ekonomska aktivnost stanovništva na uzorku kuæanstava u razdoblju promatranja od jednog tjedna. Od poèetka provoðenja ankete (1996.) do danas proširio se teritorij RH koji je obuhvaæen anketom, te su u. godini korišteni podaci o broju stanovnika iz Popisa. dok su prethodnih godina korišteni podaci iz Popisa 1991. godine. Stoga je pri analizi rezultata ankete va no imati na umu da su promjene u kretanjima osnovnih kategorija stanovništva (zaposleni, nezaposleni, neaktivne osobe) rezultat ne samo tijekova na tr ištu rada nego i promjena obuhvata, te novih podataka o broju stanovnika. Od 3. 518 tisuæa radno sposobnog stanovništva u prvom polugodištu. godine 49% je èinilo aktivno a 51% neaktivno stanovništvo. Radnu snagu je èinilo 1. 724 tisuæa ljudi, od èega je 1. 460 tisuæe osoba bilo zaposleno, a 264 tisuæe nezaposleno. Stope aktivnosti i zaposlenosti kontinuirano bilje e pad u odnosu na rezultate prošlih anketa, dok stope nezaposlenosti rastu. Stopa nezaposlenosti u prvom polugodištu. godine iznosila je 15,3%, a najviša je bila za osobe u dobi od 15 do 24 godine i iznosila je 41,2%. Stopa nezaposlenosti kod muškaraca (13,9%) tradicionalno je ni a nego kod ena (17%). Promatrajuæi kvalifikacijsku strukturu radne snage u Hrvatskoj, uoèava se da najveæi broj zaposlenih osoba ima završenu srednju školu (33,4%) isto kao i kod nezaposlenih (34,8%), dok je kod neaktivnog stanovništva najveæi udio onih sa završenom osnovnom školom (32,4%). Struktura zaposlenih osoba po sektorima djelatnosti pokazuje da više od polovine zaposlenih osoba (53,8%) radi u uslu nim, 30,6% u nepoljoprivrednim (industrija), a 15,6% u poljoprivrednim djelatnostima. Najveæi dio nezaposlenih osoba tra i posao dulje od dvije godine, njih èak 40,9%, dok je svega 3,2% onih koji tra e posao do mjesec dana. Od ukupnog broja nezaposlenih osoba u prvom polugodištu. godine 35% je onih koji nikada nisu radili i po prvi puta tra e posao i 65% onih koji su nekada radili, a od njih 21,9% ih je dobilo otkaz na posljednjem radnom mjestu. Ugovor o radu na odreðeno vrijeme istekao je za 21,9% od ukupno nezaposlenih, a 6,7% ih je izgubilo posao zato što je njihovo poduzeæe otišlo u steèaj ili prestalo poslovati. Ne iznenaðuje stoga velika potreba za sigurnosti posla koji se tra i, naime, njih 78,2%, od ukupnog broja nezaposlenih, izjasnilo se da tra i posao na neodreðeno vrijeme, dok je svega 18,6% izjavilo da im je svejedno kakav æe posao dobiti. Va no je još dodati da je 20,3% nezaposlenih osoba spremno na preseljenje unutar Hrvatske i 7,8% na odlazak u inozemstvo radi zaposlenja. Više od polovice nezaposlenih pristalo bi raditi za neto mjeseènu plaæu od 2. 000 do 3. 000 kuna, dakle znatno manju od dr avnog prosjeka za prvo polugodište. godine (3. 519 kuna), dok ih se 29,6% izjasnilo da oèekuje plaæu veæu od 3. 000 kuna. Osim toga, 71% nezaposlenih osoba spremno je na dokvalifikaciju ili prekvalifikaciju radi pronala enja posla. Sve navedeno ukazuje na visoku spremnost i odluènost nezaposlenih da svoj status nezaposlene osobe riješe bilo preseljenjem, bilo prekvalifikacijom ili prihvaæanjem bilo kakvog posla, pri èemu se ponovno istièe potreba za provoðenjem mjera aktivne politike zapošljavanja putem pojaèanog djelovanja Hrvatskog zavoda za zapošljavanje, te drugih dr avnih i privrednih institucija. Usporedba podataka o broju nezaposlenih osoba dobivenih ovom Anketom s podacima Hrvatskog zavoda za zapošljavanje pokazuje da je u prvom polugodištu. godine stopa nezaposlenosti prema podacima administrativnih evidencija bila bitno veæa (22,4%) od stope anketne nezaposlenosti (15,3%). Naime, od ukupno 381 tisuæe osoba prijavljenih na Zavodu 166 tisuæa ili 43,6% ne zadovoljava meðunarodne kriterije nezaposlenosti. Istodobno od ukupno 264 tisuæe nezaposlenih po anketi, njih 81,4% prijavljeno je slu bi za zapošljavanje, dok preostalih 18,6% nije imalo interesa za prijavu na Zavod. Od ukupnog broja osoba koje su se u Anketi izjasnile da su prijavljene kod Zavoda, prema meðunarodnoj metodologiji (prema Anketi), njih 67,6% svrstava se meðu nezaposlene, 17,8% u neaktivne (jer nisu aktivno tra ile posao ili nisu bile u moguænosti prihvatiti ponuðeni posao u slijedeæa dva tjedna) i 14,7% u zaposlene osobe. Zakljuèno, bez obzira na razlièitost stopa nezaposlenosti iz Ankete o radnoj snazi i onih iz evidencije Hrvatskog zavoda za zapošljavanje, analize iz obaju izvora ukazuju na alarmantan uzlazni trend nezaposlenosti u Hrvatskoj i potrebu za rješavanjem tog problema putem mjera aktivne politike zapošljavanja. Aktivna politika zapošljavanja trebala bi usklaðeno obuhvatiti sve sudionike na tr ištu rada putem poticajnih mjera u gospodarstvu i mjera poticanja zapošljavanja putem dodatnog obrazovanja i samozapošljavanja, te putem koordiniranog i usmjerenog djelovanja obrazovne politike kako bi se kvalitetnim kadrovima odgovorilo na potrebe poslodavaca. MACROECONOMIC TRENDS - Labor Force Survey - Labour Force Survey is the most comprehensive survey on labour market characteristics in Croatia and it is internationally comparable, while it is complied with methodological rules and guidelines of the International Labour Organization (ILO) and European Statistical Office (EUROSTAT). This Survey measures economic activity of population based on household sample in survey period of one week. From the beginning of Survey (1996) till now Croatian territory covered by this Survey expanded and in used data on number of population was from Census, while Census 1991 data were used in previous years. Therefore, when analyzing the Survey data it is important to have in mind that changes in trends of basic categories of population (employed, unemployed, active persons) resulted not only from labour market flows but also from changed sample frame and new data on population size. Out of 3,518 thousand of working age population in the first half of 49% was active (labour force) and 51% inactive population. Labour force numbered 1,724 thousand of persons, out of which 1,460 thousand were employed and 264 thousand unemployed. Activity rates and employment to population ratios continuously record fall compared to previous surveys data, while unemployment rates grow. Unemployment rate in the first half of was 15.3% and the highest was for persons in the age between 15 and 24 (41.2%). Unemployment rate for men (13.9%) is traditionally lower than for women (17%). Labour force analysis by their educational attainment showed that the highest share of employed persons finished 4-year vocational secondary school (33.4%), same as for unemployed population (34.8%), while the highest share of inactive population finished only primary school (32.4%). Employed population analysis by economic activity sectors showed that more than a half of employed persons (53.8%) work in Services, 30.6% in Industry and 15.6% in Agriculture. The highest share of unemployed persons were looking for job more than two years (40.9%), while only 3.2% were looking for job less than a month. Out of total number of unemployed persons in the first half of 35% were those who have never worked and were seeking their first job and 65% were those who have worked before, and 21.9% of them got fired on their last job. Temporary working contract ended for 21.9% of total unemployed population and 6.7% have lost their job after the firm bankrupted or closed down. It is important to add that 20.3% of unemployed persons were willing to move within Croatia and 7.8% were willing to go abroad in order to find a job. More than half of unemployed people were willing to work for net monthly salary ranged from HRK 2,000 to HRK 3,000, which is well below the state average of the first half of (HRK 3,519), while 29.6% expected net monthly salary to be more than HRK 3,000. Besides, 71% of unemployed people would accept further training or retraining aiming to find a job. All stated points out the strong willingness and determination of unemployed population to solve their present position whether by further training, moving or by accepting any kind of job. That again stresses the need for implementation of active employment measures throughout stronger engagement of the Employment fund and other government and economic institutions. Data comparison on number of unemployed persons gained from this Survey and from the Employment fund showed that, in the first half of, unemployment rate derived from administrative records was significantly higher (22.4%) than the one derived from this Survey (15.3%). Namely, out of 381 thousand persons registered in the Fund 166 thousand or 43.6% didn't fulfill the international criteria of unemployment. At the same time, out of 264 thousand unemployed persons, according to Survey, 81.4% was registered in the Fund, while remaining 18.6% didn't have the interest for registration. Out of total number of persons who in the Survey stated that they are registered in the Fund, according to international methodology (the Survey), 67.6% were classified as unemployed, 17.8% as inactive (didn't actively seek for job or were not able to accept offered job within next two weeks) and 14.7% as employed persons. Conclusively, in spite of different unemployment rates derived from the Labour Force Survey and the Employment Fund, analysis from both sources stress the alarming upward unemployment trend in Croatia and the need for solving that problem throughout active employment policy. The active employment policy should harmonize and comprehend all the participants in the labour market throughout incentive measures in economy and the employment measures (additional training and self-employment) and should coordinate and direct the education policy to compile better with the needs of the employers. 7
OSTVARENJE DR AVNOG PRORAÈUNA - STUDENI - Od sijeènja do studenog središnji dr avni proraèun ostvario je ukupno 48,155 milijardi kuna prihoda i 50,387 milijardi kuna rashoda, odnosno ostvaren je ukupni manjak od 2,232 milijarde kuna. Ukupni prihodi u tom su razdoblju porasli 18,2% u odnosu na prethodnu godinu, prvenstveno zbog ukljuèivanja doprinosa za mirovinsko osiguranje od srpnja ove godine u središnji dr avni proraèun, a zatim i zahvaljujuæi nešto veæem ostvarenju privatizacijskih prihoda nego prethodne godine. Porezima je u prvih jedanaest mjeseci prikupljeno 36,972 milijarde kuna prihoda (ne raèunajuæi doprinose za mirovinsko osiguranje radi usporedivosti s 2000. godinom) odnosno 1,6% više nego u istom razdoblju 2000. godine. Gotovo sve vrste poreza u tom razdoblju bilje e veæe prihode nego prethodne godine izuzev carina koje su gotovo na prošlogodišnjoj razini, te nešto slabijeg ostvarenja kod poreza na dohodak i trošarina na naftne derivate iz veæ poznatih razloga. U studenom je prikupljeno 3,329 milijarde kuna èistih poreznih prihoda odnosno 2,5% manje nego u studenom 2000. godine. Razlog tome je pad prihoda od poreza na dohodak od 19,2%, trošarina na naftne derivate od 30,3% i alkoholna piæa od 52,5% uslijed izmjena u poreznom sustavu. Sve ostale kategorije poreznih prihoda bilje e znaèajan rast u odnosu na isti mjesec prethodne godine i oèekuje se da æe do kraja godine dostiæi bud etirane iznose. U studenom je uplaæeno 6,5% više doprinosa za mirovinsko osiguranje nego u studenom prethodne godine. Ukupni rashodi središnjeg dr avnog proraèuna porasli su, u prvih jedanaest mjeseci, 10,2% u odnosu na isto razdoblje prethodne godine. Taj rast uzrokovan je sna nim poveæanjem transfera od 66,1%, zbog pet mjeseènih isplata mirovina koje se sada nalaze u središnjem dr avnom proraèunu, te 23,6% veæim plaæanjima kamata i 4% veæim subvencijama. Od sijeènja do studenoga sve ostale kategorije rashoda znatno su smanjene u odnosu na isto razdoblje prethodne godine. U studenom je središnji dr avni proraèun zabilje io 41% veæe ukupne rashode u odnosu na isti mjesec 2000. godine. U tom su mjesecu, na godišnjoj razini, jedino smanjene bruto plaæe proraèunskih korisnika (6,6%), dok su porasle ostale kupovine dobara i usluga (14,7%), plaæanje kamata (35,7%), subvencije (26,6%), kapitalni rashodi (4,5%), te, kao najznaèajniji, transferi (160,7%) uslijed ukljuèivanja isplata mirovina u rashode središnjeg dr avnog proraèuna. Slijedom navedenog ostvarenja prihoda i rashoda središnji je dr avni proraèun u studenom zabilje io ukupni manjak od 56,557 milijuna kuna. Total revenues, in that period, increased 18.2% compared to the previous year firstly due to the integration of pension insurance contributions into central government budget from July this year and than due to somewhat higher privatization receipts than last year. In the first eleven months taxes collected HRK 36.972 billion of revenues (excluding pension insurance contributions for comparison with year 2000) or 1.6% more than in the same period 2000. Almost all categories of taxes in that period recorded higher revenues than previous year, except customs that were almost at the last year's level and somewhat weaker collection of income tax and oil derivatives excise tax revenues, due to obvious reasons. In November pure tax revenues amounted to HRK 3.329 billion or were 2.5% lover than in November 2000. Reason for this decrease lies in decrease of revenues from: income tax (19.2%) and excises on oil derivatives (30.3%) and alcohol (52.5%) due to changes in income tax system. All other categories of tax revenues recorded significant growth compared to the same month previous year and it is expected that they will reach budgeted amounts by the end of the year. In November, 6.5% more pension insurance contributions were paid than in November previous year. Total central government budget expenditures, in the first eleven months, increased 10.2% compared to the same period previous year. This increase was caused by strong increase of transfers (66.1%) due to five monthly pension payments that are now part of central government budget expenditures, and 23.6% bigger interest payments and 4% higher subsidies. From the beginning of the year till the end of November all other categories of expenditures decreased compared to the same period last year. Central government budget in November recorded 41% increase of total expenditures compared to the same month 2000. In that month, only budget beneficiaries total wage bill recorded annual decrease (6.6%), while all other expenditures increased: other purchases of goods and services 14.7%, interest payments 35.7%, subsidies 26.6%, capital expenditure 4.5% and, the most significantly, transfers 160.7% due to the fact that pension payments are now part of central government budget expenditures. Such revenue and expenditure trends resulted, in November, in central government budget overall deficit of HRK 56.557 million. Total of HRK 206.744 million of treasury bills issued in November was used to cover the deficit and for the repayments of domestic and foreign loans. 9
